My daughter has little red bumps on her neck and stomach and she say they itch but she has had chicken pox more then once should I be worried

Sounds like hives, but I can't be sure because I obviously can't see them. Try rinsing the area with water and putting calamine lotion on the area. Maybe even an antihistamine such as benedryl might be helpful; but it's up to you.
If it looks like it's spreading or if she has difficulty breathing take her to the doctor.

Getting chicken pox more than once is rare and if it does come back it is generally as shingles which is more painful than itchy. If the rash seems to spread like a band or a rope it could be this because shingles follows the nerves under the skin. Shingles is fairly uncommon in younger children and is more often seen in those who are elderly or have compromised immune systems. Again take her to the doctor if it doesn't go away in the next 24 hours or gets noticeably worse.
