After how many years is management required to replace carpeting?
The carpeting in my apartment is at least 8 years old. Doesn't NC law require that the carpet be changed every 6 years?

Nope... not until the next tenant moves in... and then only if they want top rent.

The carpets in my house are about 20 years old, and still not bad shape... there is no excuse for anyone to be ruining carpet in only 8 years.
