What's it mean when my ex says he's not ready?
We went out for 6 months. He broke up with me, and a couple days ago he said he still loves me and he misses me. So I asked him if we love other then why aren't we together? And he said he's not ready yet. What's that mean?

Did you ask him why he is not ready yet?
Edit: Also, why did he break up with you in the first place?

I think the answer is obvious. He isn't ready, and has made that clear.
It could be anything that makes him feel this way. Maybe he's just not ready for a serious relationship. Sure, maybe he does care for you deeply, just doesn't want to commit.
We won't know how to answer that. Only you will be able to know the answer by asking him why he isn't ready.
CarrotTalker asked two very good questions.

It means that he is stalling. It means he is trying to see if the fence is greener elsewhere. You're an ex, he is an ex. He is not ready for what, ready to be with you.

How old are you guys? I think all you can do is just be patient and just have good contact with each other maybe he will see that you are really the one for him and that will make him ready. Just be patient and groom him.
