State of Indiana can the parents sign their rights over to anyone?
My brother had his baby tooken away by CPS when the baby was six weeks old. My sister took the baby and has been raising him for 7 months. Since then my brother messed up again and his girlfriend(the baby's mom) went to jail for theft. They are trying to get him as an obitual offender 10 to 20 years and the girlfriend is facing some time as well. They are telling my sister that they are going to sign guardianship over to someone that no one knows. Can this happen? CPS is still involved. Can they stop from this happening?

They can move to adopt the child providing they have a suitible environment to raise the child. Is the sister married?

Once CPS is involved they can do a lot less with the child, since the child was taken away, one would have to research if they even still have rights to the child to do anything.

They really need a family attorney at this point to seek guardianship though CPS or adoption of the child.
