From 240 amp 1 phase to 400 amp 3 phase.. how big a job and what cost?

Do you really think anyone can give you even a remote guess with such little to go on?

Call a few electricians, let them come and see the site and give you a rough estimate. If you are serious about the project let them give you an accurate estimate.

What you are asking here is like asking "How much is a car?"

Just a few conditions to show why we cannot give estimates:

Geography:
If located in Boston, $5000.00

If located in Boise, Idaho $2000.00

In Westchester County NY, $10,000.00 (Stan is not cheap labor)

Labor rates vary from state to state, in New York alone county to county.

Liability insurance, workers comp, fuel, lease/mortgage costs, utility costs, so many variables due to geography.

Two choices of wire, copper and aluminum.

Typical choices of conduit or raceway:
Sch 40 PVC
Sch 80 PVC
Steel rigid
IMC
Aluminum Rigid
EMT
Wireway
SE Cable

Short run or long runs of conduit and wire? Cost ranges from $2.00/ft to $10.00/ft.

Who furnishes the service feeder, transformer, poles etc, customer or utility.

Is 3 phase readily available by the Utility.

Is the service feeder underground or overhead.

AIC rating of service equipment, 480 volt system ranges from 18 KAIC up to 65 KAIC. and prices are directly proportional to AIC rating.

Current transformer cabinet or self contained meter, as allowed by Utility.

Local or state permit fees.

These are some of the important choices, conditions, or requirements that need to be considered.

First contact your utility and consult with them about your plans. They will tell you what is required and any costs they will charge.

Then contact 2 or 3 local electrical contractors, confirm they are properly licensed and have adequate insurances, obtain proper permits, and can handle the job.
