    Nope.
    The ones you see in movies are extremely expensive and involve criminal databases of mugshots.

    You can I guess post it on bill boards all over major cities, buy advertising space on major web sites showing the photo, hire a PI to go to the area there photo was suppose to be from and so on.

    Can you tell us why you want to search for a person from a photo.

    Depends on who the person is, where you got her photo.

    There is software which ID's people from photos. It's expensive to buy.
