There's actually a website for that. It's fictionpress. Once you have an account, you can upload your stories for all to see. I'm silver immortal there. If you need help, look me up on author search.

You are going to have to contact various news papers and publications. You will send them a idea of your stories and ask if they are interested in you submitting to them.

Local newspapers are often looking for print and blog writers, and will pay a small amount if you are willing to submit a piece on a weekly or at least semi-regular basis. One of these blogs is called Patch, and may be connected with your area's newspaper.

Yes, my wife Toni does a blog for Patch, they don't pay, but it gets you a place to write, so you can get noticed, and have a back ground of your writing. Many times you write for free or very little to get started.
