Can I get a refund of my NY/C taxes if I am a TX resident?
I am a student in NYC and I get a stipend from my school. Do I get a refund from the taxes I paid because I am still a Texas resident? Does anyone know which forms I need to fill out?

I assume you lived in NYC while attending school. You must pay NY State income taxes on your income earned while working there, and NYC resident tax on income while living in NYC. It doesn't matter that you consider yourself a TX resident.

I agree with your post if the OP is a graduate student. NYC recently announced that they are considering grad students and interns as NYC residents as an exception to the non-resident student rule.

However, if the OP is an undergraduate student, then, by law, he/she is considered to be a NON-resident of both the state of New York and New York City. It would NOT affect his payment of NY state income tax, because the stipend (if considered to be taxable compensation) was "earned" with NY state borders, but he would be exempt from NYC income tax because he is NOT a NYC resident.
