I had a fire at my home and my public adjuster has shown my contractor, his friend, my checks from the homeowners and other documents. I believe this is a privacy violation. I believe this is bad business practices, is it?

Well the first and worst conflict of interest is having a contractor who is a friend of your adjuster. This can at least in the US be against several business practice

Next yes it most likely is a violation of your privacy, but there is no real laws to protect that. You can report him to the insurance company, to the state insurance commission and if he is a independent adjuster to his company. It most likely is a violation of some of their company rules.

My larger concern is why you are having his friend do the job.

With that said, the contractor would need to see that there was a check paid, before they do the work, often they will be issued a check to start the work.
As to "other papers" what sort of other papers, they may want to see that all the claim is settled. To know the percent of payment, and how they will be paid.
My last contractor reviewed my insurance policy, I showed him the check I had gotten, that he would get when the work was over.

So without knowing what else was shown, he would have a right to see the issues that he would have in doing the work for the insurance claim.

Unfortunately, you're NOT legally protected against somebody violating your privacy, and there's no law against bad business practices.
