    Is it normal for a new toto 715 to stop the flush progress if you let go the handle because I have to hold the handle to get a full flush

    Sounds like your lift chain may be too long or the lift arm is not adjusted properly. Flapper should be almost vertical when flushed and float down with the water unless it has a timing cup.
