    Is a residential service panel allowed to be over the top of an existing toilet in a basement?

    No, due to two reasons. One, the front of the panel needs clear access to the panel at least 30 inches wide. Second, overcurrent protection devices are not allowed in bathrooms.

    An electrical panel cannot be near water.. if it's in a bathroom it is illegal.
