a.o. smith aqua-air model v60 gould pump that won't shut off. The pressue gauge stays at a constant 20 PSI. I turn the circuit breaker off when not in use and back on when I need water. Do I need to replace the pressure tank or the pump? Or maybe the pressure switch?

In the mornings and sometimes when the water has not been used for a while, when you turn on the faucet it "spits" at you. Is there air getting in the line from the pressure tank? Would correcting the pressure in the tank fix this? Any suggestions?
The tank has rusted at the connection fitting, and is spraying out water, and needs to be replaced. The tank must be an older model, # V6P, and I need to know the proper replacement, and the recommended pressure. The pump is currently set to a fluctuating pressure of 40 to 60#'s
