Air flow returns

Should there be filters in our 2 air flow returns?

Not if there is a filter where the return joins the furnace, if there is no other filter, YES ,filters in the return vents is good

My 2008 Honda Civic was having air conditioner problems, there is cold air when moving but when standing still hot air comes out. Had fan replaced but problem still exists now now engine will not start. Electric windows work and lights.

Unit is original fedders from 1972. Gas heat/elec air. Condenser mounted on roof. New thermostate from power co. (they have not started their savings program yet) replaced both motors within last 5 years, along with caps, and the 24/220 contactors. Redone most of the wiring, both above and below....

Central air. At start up the air appears to be functioning well. As the day progresses the air flow from the vents weaken ,unit continues to run unable to cool to set temp.
