I am now 18 years old, my mother took me and my sister away from my dad 12 years ago.She left the state and got remarried. And made us lose contact with my dad. I recently just found him on my 18th birthday. And now my sister, who is 14 needs helping getting away from my mother. Does my dad still have rights to my 14 yr old sister?

You have to find out what court orders were done then, if there were court orders and never modified, they are still in effect

Unless your father had his rights terminated (unlikely) then he still has rights. You need to ask him what custody rights he got in the divorce. It's very possible your mother violated court orders by moving away.
