I'm 16 years old and I don't feel safe at my not even at school. I tried to do something about it but no one will help me. I'm thinking about running away but I don't want to hurt my family like they did me. So I want my 22\23 year old sister to have custody of me. How?
And I also move out when I'm 17?

You cannot go anywhere or do anything without the permission of your parents or court/social services intervention until you reach the age of majority. You sister cannot have custody of you without the permission of your parents or court intervention. You need to provide a lot more information about your situation for anyone to be able to give you more advice than that. Why do you feel unsafe at school? Why can't you go to your family? What is going on?

My mom lies to me about everything. She lied to me about my dad and she also let my brother and his ex girl friend fight in front of me when I was 13 all the way to 16 now. She lets my brother come home high or drunk all the time and when she gets home from work she blames everything on me. I hardly ever saw her in my childhood my sister and my grandmother raised me but my grandmother past a way a few years ago. I don't want me mom to go to jail neither my brother but I don't want to live with that around me.
I don't feel safe at school cause last year my first year at high school I had to go to court with a guy cause he hrasted me everyday. And this year one of the guys friend from last year is doing it this year. Plus I hear people talking about drugs and gangs and I don't feels safe there cause I think if people can bring drugs to school they can bring guns or something like that to school. When I go to school I expect to feel safe and than I don't have to listen to people talk about drugs or gangs.
