My puppy is about 3 to 4 days old it is a runt and it will not eat and barely moves

He may have something genetically or medically wrong with him. If you try to put him at a teat to no avail, and you won't take him to a vet, then he will die. Mothers often abandon runts, but accept them if people step in to nurse.

I have to start this one with a few questions...
"About" 3-4 days old would imply you do not have the mother of the pup, if not where did you find/get this puppy from?
I think I can also safely assume this puppy has not been seen by a vet?
How long have you had this puppy for?

The first thing I would be doing is calling your vet and let them know you are bringing in a sick puppy to be seen to immediately.

Next I would get a little glucose syrup, just a dab on your finger and rub it on the pups tongue. Glucose is great for giving them a little burst of energy and is often enough to encourage them to feed.
Do you have any puppy formula with you? If so about 10 minutes after you give the glucose, try and bottle feed the pup some milk and see if he takes it.

All this is just to give the puppy enough energy to last long enough to be properly diagnosed by a vet.

I do agree that low blood sugar is an issue with a pup this small, and a small amount of a glucose substance on the tongue and gums may help.
Karo syrup will help if you have that or something similar on hand.
Another thing to keep in mind is warmth, a towel covered heating pad will do fine. Nourishment is key, but you still may be dealing with something more critical. I would suggest that you seek help from a vet or wildlife rehabilitator.
Also not knowing where you are located or under what circumstances you have a wolf pup, it is only fair to mention that to keep wildlife without a license may be in violation of your states laws. (Provided you are in the USA).
