These homework questions are just so broad, vague, and plain awful. I feel sorry for you. I have no idea what they want.

Input is information that goes in - hmmm. I suppose there's medical reports, who is sick, injured, or dead at what age, gender, race, and locale. Then there's costs, where funds come from, private insurerers, public social services, taxes that wax and wane, and so on. Output, who knows, the data that is compiled by health providers, that says how many stents worked or not on blocked arteries etc. Maybe the care itself is output. Side effects? Too much reliance on the industry for every little stubbed toe? Too many drugs being handed out like candy? The debate about who has a right to what extraordinary care or not. Or who has a right to free care at all? Your guess is as good as mine. Don't blame me if you get a D. Someone asked this last January and no one answered.

Middle school in Maine to offer birth control pills, patches to pupils When I was in school about the only good school "health care" was for was a bandaid, an excuse to skip a class or a pan to puke in. What on earth (or in the constitution) gives public schools the right to prescribe drugs...
