I got my deposit very late. I left apartment May 31, I got my deposit back today August 26 2011. I god my deposit $60 lesser than it had to be. They held it for cleaning old carpet. I lived the for four years.

Mostly it depends on your local jurisdiction if they owe you the money or not. Some areas have rental laws and after a certain period painting and carpet cleaning is an expected "expense" of doing business in the rental industry. So by law they can't charge you for it. Again that is not everywhere only specific places.
