We had a new tile floor put in our bathroom. When we had our plumber come in to put it the toilet he said he couldn't because the hole around the flange area wasn't level with the exsisting floor. Now we have a hole where our toilet was and a new floor. We need to raise the floor around the toilet attatchment so we can put in the toilet.

As I under stand your plumbers problem,( and I'm not sure I do) The flange and the subfloor were level until a tile floor was laid over it. Have I got it right so far? This simply sounds like a bad tile job if everything was level before. Why not call the tile guy back and have him correct his shoddy work?
But that isn't what you asked was it Pitting a level across the hole is the difference greater then 3/8ths of a inch? If 3/8ths or less your toilet could be shimmed level and caulked with Dap Tub and Tile Grout. If the flange's setting too low under the tile It can be brought to grade using flange extenders, (see image). I hope the plumber didn't leave you with a open toilet hole, because if he did he left a direct open connection between you home and the city sewer allowing sewer gas to escape. Sewer gas is harmful to your families health and the methane content is explosive. If your plumber needs instructions on how to set and shim a toilet I'll be glad to walk him through the process.
