The PDF format was designed to provide a way to distribute documents easily so they could be viewed in the format intended by the author. After all PDF stands for portable document format. A secondary purpose was to be able to secure a document. So the recipient couldn't edit or use the info contained in the document.
Generally, you create a PDF from a source document like a word processing file, spreadsheet file, page layout program etc. So, if you want to make changes you go back to the source document and regenerate the PDF.
If you don't have the source document, then you may not have the right to edit the document, hence converting it to text may be illegal. The document may be protected from copying or converting. So if you want to edit the content the RIGHT thing to do is to go to the source of the PDF and request the source document.
That all being said, you can try simply copying and pasting the text into your word processor. If that doesn't work, then the document is probably protected and you really should go to the author for permission.
But there are programs, like Nuance's PDF Convert that will convert some PDFs into editable text documents.
