    Old 1970-1980's Children's Short Story Movie around Halloween
    There was people (puppets) who lived underground and the went to the surface (where real people were), in a library I think because they needed or wanted to get something before the strike of midnight. I think one of the characters names were Milo and he talked with a person in the library who helped him. There were bad guy (puppets) who wound up getting the thing they were wanting and they turned into stone and were placed by a fountain or over water?? Think it was on HBO or Showtime as a short.
