    Hello Almaden,
Is this a new problem, have you replaced the flapper lately?
In both cases check the following first check the chain from flapper to the handle it should have ¼ of play with flapper seated, Too much play and the flapper doesn't get pulled back enough giving you a short flush and closes quick, too tight the flapper will not seat and you will have water leaking through the flush valve all the time, If you have installed a new flapper did you cut the ring and installed the flapper to the hooks on the overflow tube see the image below.
Check the about if it will solve your problem if not come back, Thanks.

Flapper valve assembly won't close after flushing [ 4 Answers ]

When I flush the toilet, the flapper raises to let the water exit the tank, but won't go back down. It apparently has nothing to do with the chain length. It just seems to be weighted so that it stays open (I don't think that adding weight will help). What can I do to fix this? Thanks!

Why does toilet flapper close too quickly [ 4 Answers ]

I have a situation in a bathroom. When you flush the toilet, all the water in the bowl does not drain. I took the lid off the tank and flushed it again. I noticed that when I depress the handle the water in the tank begins to empty as the flapper opens but it closes too quickly to allow a full...
