Who told you that ? Sounds like someone is just trying to scare you.
First you have a child, and for some reason the child is living with your Partner ? Parents.
So
1. where do you live ? What county, if the US what state
2. partner ? Same sex ? Married ?
3. is there a custody agreement ?
4. assuming the parent is the other parent, who is on the birth certificate.
5. if there is a custoty agreement now, who has custody.
6. Normally you can not leave the state with a child without permission of the court or the other parent. If you do they can file in court to make you return with the child, as not to stop them from having visits.
So try giving us enough info so that we can help

Yes I have a child
1. england
2. partner ?
3. is there a custody agreement no ?
4. assuming the parent is the other parent, who is on the birth certificate. Yes
5. if there is a custoty agreement now, who has custody. No one has custody because my partner is away in the army so I have my child all the time but at the moment she is with her grandparents in west midlands
6. Normally you can not leave the state with a child without permission of the court or the other parent. If you do they can file in court to make you return with the child, as not to stop them from having visits.there is no court order but my partners parents are being unfair to my family with my daughter

Do you think your partner's mother just wants to keep the child or what is her reasoning?
- Why did you leave the child with her?
- Do you have a suitable place to live?
- Do you have the money to care for the child?
- Are you a minor?
- Have you had a history of any trouble with the law?
- Did the child have any health problems when left with the grandmother?

She is your daughter and the grandparents have no rights. If they try to prevent you from leaving with your daughter, call the police.
They cannot take your daughter away unless they can prove you unfit.

I would go to the local constabulary before you go pickup your daughter. Bring proof she is your daughter (copy of birth certificate or similar), explain that you have heard from your in-laws that they will not allow you to pick up your daughter. Ask if a constable can accompany you or whether one will come if they refuse to turn over the child.
You will probably need to explain why she is staying with the grandparents.
