Trying to find an old 70s movie with monkeys
I remember watching an old movie probably from the 70s about a lab that seemed to be in Alaska with caged monkeys that were being experimented on. I most vividly recall the end where the monkey holds the keys at the door peering through the window at the end. Does this ring a bell for anyone?

OK, I saw this movie when I was around 5 or 6. the main character was named peter and he had this magic paintbrush. He had many talking animal friends and they were being hunted down by an army of axes. Art style looked very similar to the movie, the wizards.
