10 psi is next to nothing. What kind of well pump do you have, is it submersible?

Do you have wires going to the well head and then disappear down with the pipe. If you are not familiar with your well, and you are sure the pump is getting power, it may be time to call a plumber who works on wells.

Ma, there is a switch that powers the pump off and on. It is a small grey box with wires going in/out, probably near your pressure gauge and tank. Turn off the power and remove the grey cover and check the sets of points. See if they are closed or open. Also, check and see if your switch has a little lever on the side. If it does, then that's a reset switch. Pull it and see if the switch resets and starts the pump.

BTW, a submersible pump is in the well... can't be seen. A jetpump is above ground and is very noticeable.
