The power supply is usually the board that the power from the wall first enters. Without a schematic it is difficult to know what readings you would need to take. Some of the readings will be printed on the board itself.
The issue you are having... does this happen every time?
So as I understand it, you try to power it on and get a picture with sound briefly, before the picture and sound drops out.
Without seeing the TV itself, it would be difficult to diagnose. Power cycling like it is, could be any number of things. When the light flashes, is it flashing any kind of error code? Also, most TVs have a few different lights on the front. Take note of which light it is.
After the TV shuts off, are you able to attempt to turn it back on? If not, does the light blink any kind of error code? And are you able to turn it back on after removing the power for a bit?
