    Looking for percent in population decreasing from 605,745 to 570,693
    Looking for percentage if population decreased from 605,745 to 570,693
    Then if it decreased ten years later. How would you get the answer?

    If you consider a linear change, you have to use an arithmetic regression formula, otherwise, you can try to fit a natural regression curve. (oh well, the opposite of 'progression' :o)
