    Regarding electrical use/savings
I'm using power strips with 'constant' use items, but want to know if having an extension cord plugged-in (without being used at the other end) draws electricity, as well as having my printer plugged into the outlet, but unplugged at the printer/cord end?

No... as you described there would be no power usage. Assuming however the printer isn't an inkjet printer that uses an external transformer that would still be plugged in.
