When my washing machine spins the water come back up the drain pipe and get all over the floor what will cause that?

Your drain pipe is partially obstructed. It can't handle the volume of water that your machine can pump. If this is not a new machine with more volume I'd rod the drain. A small lavatory rod may be too small for the size pipe you are working with but it would be a start.
