Old (and sometimes odd) habits die hard. Start by observing her behavior to see when she engages in the nose blowing most. If you can make a correlation as to when she blows her nose and something that happens in her every day life, (such as when she gets out of the shower she seems to blow her nose more) then you can distinguish what may be causing the issue. If you cannot make any correlations as to when she blows her nose, you should start by shaping her into a new behavior. When she begins blowing her nose, only allow her a certain amount of time. Stop her (even if it requires grabbing her hands) and gradually decrease the time she's "permitted" to blow her nose. Eventually the behavior will stop altogether. Also offer some form of reinforcement for stopping, such as an activity you two can perform together to make her stop.
