    1991 honda civic won't start, 1.5L
    Has spark, has fuel, main relay clicks and has 12v on connector 5, ECM ground clean?

    The ICM may be bad and/or the internal distributor housing sensors (CKP, TDC, or CYL) may have failed. Try replacing the ICM and, if the problem persists, replace the distributor housing (genuine Honda only). Bad ICMs can still fire, however they fire at the wrong time directed by the ECM.
