    Mother board on the outside unit has only 12 volts reading
    The inside heat white wire does not have any power coming from it.

    More info about the system would be helpful (brand/model#/type/etc.). Does any part of the system function? If not, verify correct line voltage input & control transformer output. Try bypassing the circuit in question at the thermostat. If the thermostat is old, the selector switches may be worn & impeding voltage transmission.
