My honda civic 92 won't start.
It wouldn't start so I took the batter and thinking it didn't have enough volt to start it. It had 13 but no water so he filled it charged it for 45 min. and it still won't start? It make the sound like it wants to but won't all the lights work and everything

You may not have charged it enough. Put the battery on a low charge cycle overnight. If that does not work, since the battery was dry <you said you added water> The battery might have a dead cell and won't produce enough juice to start the vehicle. Does the engine roll over? If it does not, replace the battery. If it does, check the corrosion on the terminals and clean it well. Make sure you tighten the cables onto the battery well. Rough up the terminals and the cable connectors with some steel wool or sandpaper.
If the car still won't start, can you hear the starter engaging? Should make an audible "click" when you turn the key, you may need a friends help, one guy turn the key the other will need to listen in the engine compartment. If you don't hear a click, the starter may be gone. It happens. You should also check the connection from the battery to the starter. Check the ground from body of the vehicle to the starter. If these are good it may be the starter. Could be other things as well. Check these out first

Will it jump start? It could be the starter. It could be something called the main relay. This is located (in the 1992 Honda Accord), under the dash, lower left side of the driver, near the fuse box. Apparently this is a problem part, as I've read about it (in Honda forums0 having been shoddily soldered and failing. Usually, it's when the car has been driven for short distances repeatedly (as with a series of errands), always with a rise in temperature. The hotter the temperature in the car, the more likely it is not to start. I have to admit that I don't know if eventually it will fail to a point that it won't start even if cold.
The replacement main relay costs about $45.-$50.00 via mail order. It's easy to install. Just take out the old one and put the new one in.

If you had to add that much water, you likely won't be able to bring it back from the dead, no matter how much you charge it. My bet is you will need to install a new battery. This link may help:
