I really wanted to wear a shorts or miniskirts but I cannot do it because of legs which is look too big and having a chilhood scars... I really want to ask for help if there is any suggestions you can give.. thank you

If your legs are too big, I suggest you wear cargo shorts. Childhood scars just make you look tougher. :-) And it seems everyone has them, so why be ashamed of them? People who don't probably use some sort of chemical cream stuff...
