I worked with an NGO based in the Philippines as a project staff for about a year. Aside from the regular check voucher that we are signing each time we receive our paycheck, they made as sign a corresponding voucher with a much higher amount and they are using it to report and claim expenses to our funding partners. I have already made a report on this direct to the funding agency and they seem to be doing nothing. Dumb question:Does it mean that what they did is legal? I hope not. So what else can we do? Where else do we bring forth this anomaly? Many thanks

You merely don't sign, you cannot be "forced to sign' you are talked into doing a fraud.

But at this point, it is only your word that you did not get the money you signed for. They can merely say you are lying, you signed it and got the money.

You are right Fr. Chuck, we were talked into. They explained that the difference in amount was due to overhead cost, which I later found out was covered and charged to the project in another appropriate line item. But it is not only my word, I have other documents that will prove that I did not receive the amount. (Actual paychecks in my name and contracts signed by me and my employer).
