My wife's work permit has expired. Is she still allowed to travel to the Philippines with me and return to Canada? Or does she first have to have her work permit renewed?

Once you leave the country with an expired permit you may not be able to return. A permit is required for every day she is in Canada. Get a new permit before she leaves, which may take 20 to over 100 days.
