Contact the local Family and Children Services promptly, this is possibly an abuse case and something you may not be able to address.

If the child is being abused or was being abused and you can PROVE it, contact Child Protective Services in your area. Do it immediately or you will be seen as turning a blind eye to the abuse. Call whichever agencies you need to call to get a response - where you are, where they were, where they are going.

I don't understand - you knew they were stealing and did nothing? You knew they were using marijuana in the presence of the child and did nothing?

Why? The child has certainly been living in a dangerous and unstable house for a period.

I think you made a mistake by "rescuing" them in the first place. I think when you first saw the condition of the garage you should have called Family Services immediately to come and evaluate them. You could have told family services, that you are willing to help them relocate, but you would like guardianship of the child until they can prove they can care for her. Had you done this the RIGHT way, you would not have to let the them go with the child.

Unfortunately, but providing them a place to live you got them to clean up a little bit so I'm not sure you can prove the abuse now. So you may have to let them move. Then give them a chance to let the conditions get back to what they were and THEN call in family services. Unless you have some concrete proof of the living conditions they were in (did you take pictures?) or proof of the marijuana usage in the presence of the baby, I don't think you have any grounds to stop them from moving back.

You will need to have someone in Tx monitor them and when they can show abuse of the child call in family services.
