    Try: If somebody is unable to communicate, are we able to correct this or assist them to improve their communication skills?

    Assuming that is your question, the way you have worded it suggests that you yourself might consider continuing your education.

    Communication is just a skill, the more you practice, the more you understand about how people communicate, the more sophisticated your communications skills will become. The best option if you want to avoid formal education, is to read books, novels and newspapers to improve your spelling, grammatical structure and vocabulary, and if you want to have great verbal skills and the capacity to express yourself well, consider being coached or mentored by someone you admire.
