Anyone 18+ has a right not to be found if they aren't being sought by the law.

I'm not aware that there is any law which prevents anyone from searching for and finding anyone else. I know nothing about any such rights - and locating people is part of what I do for a living.

What are you referencing? A specific State law?

As far as locating someone following parole - at this point your best chance would be a mutual acquaintance. Most prison records are not available on line and it is possibly too soon for his name to enter into public record anywhere.
