A man in three piece light blue suit is on ledge of a building. Shueing away a man who has turned into a monster. He laughs and tells the monster to: "Go Away!" When that doesn't work the man in the three piece light blue suit puts his thumb in his mouth and blows until his head swells up and he bursts into a monster of his own.

Meanwhile, the other monster turns back into a guy and tries to escape the new monster. An onlooker from a balcony throws the man a knife or dagger to use against the monster. The monster catches up with the man, lifts him up over the ledge and is about to drop him when he plunges the dagger into him. Releasing the man and the monster falls off the building...


I think this is another late 1980s movie. It was definitely made before 1990. I'm just once again not sure if it is a horror movie or an episode of a dark TV show...
