Yes, it is easy to visit Mexico, but immigration and your rights to live there are very regulated. Your confiction will make it much harder to get the proper visas to move there to work

Shirt, they both answered your question. Once, you leave the country, no state law, not even NJ applies to you. That being said, you are giving up your US citizenship? Or is your plan to live in Mexico until your required registration time is up?

There may be some requirements that you do not leave the US attached to your conviction, only you would know... If that is the case, if you tried to return to the US you might be subject to arrest for violating that NJ law (but not while you are in Mexico).

I could have been more specific when I asked you for more information. This answer is long as there isn't enough information in your inquiry for a concise response.

If you are a USC, then you don't need to re-enter the US to renew anything. If you have a US passport, and it expires, you can get another passport at the US citizen services section at the US Embassy or US Consulate in Mexico.

If you are a US permanent resident and have a foreign passport, you must re-enter the US every 180 days to avoid possible revocation of LPR status. You can stay outside longer than the 180 days if you have a re-entry permit (filed with form I-131) and it is within the 2-year validity of the REP.

If your REP is expiring, you must enter the US during its validity period and be physically present in the US to re-file the I-131. You can, but it is not advised, to leave the US after filing, but before issuance.

If you are a foreign national and are in the US with a nonimmigrant visa, you must re-enter the US either prior to the I-94 expiration if you are in Mexico less than 30 days or before the NIV expires and you get a new I-94. If your NIV expires, you must apply for the visa at your home consulate or if you are authorized by the third-country to reside there, you can file in the US consular district for visa re-issuance if they accept TCN applicants and if you qualify for the new visa issuance (you haven't used up eligibility for that visa, etc.).
