Theromast will only get to 54 degrees.
I just moved into this commercial space. The thermostst is White-Rogers. The building is about 2 years old. There is no gas so I assume this is all electric. It was fine before it got cold. Now the temp will get up to 54 degrees and we are freezing in this cold weather. I need advice. Thanks.

If the temp inside the building is 54 than yes you do have a problem. Gas heat or heat-pump when working right and sized right will keep the temp you have the thermostat set on. Its time to call the land-lord and let them know. If the buck is on you ---- than we will need some more info. What's working and what's not, make and model #. Did you try moving the thermostat over to emergency heat to see if it will heat.(if it's a heatpump).
