Possibly 80's or 90's animated kids movie (I watched it at least 10 years ago) I'm pretty sure it was done in an anime style, I can remember most of the plot but this hasn't helped so far.
Its about a young girl I think she had magic powers or a wand with a star on the top, she had a pet bird and a really fat dog, she also had two sets of parents a human set and some that are king and queen. (the king was old and the queen was really pretty) I remember right at the beginning she blows the washing machine up, after this she leaves her house in a helicopter (?) which breaks over the sea, she joins up with some people (there were some in a hot air balloon and some in a submarine) they end up on an island (Im pretty sure it got bombed/missiled at some point) there are some dragons on the island that turn all the adults into children so they can then go into a theme park, the main girl is too old and isn't let in, she uses her powers to make herself older and she jumps over the wall (I think she was wearing a catsuit). I remember her having a sword fight with some guy who is a bit like peter pan, and her parents being at the park (they think she is someone else) there was also a bit when she is on a ferris wheel on her own, I'm pretty sure they mentioned a 'dinosaur king' at some point but that might have been a different film! This has been bugging me for ages and nobody seems to remember it! Thanks
