    2002 2.0L VW Beetle
I have a 2002 2.0L VW Beetle, it has 92000 miles with a new battery, news plugs, wires, and ignition coil I will go to start it and all the lights on the dash blink but it will not start, it does not even try. I disconnect the battery and reconnect at it starts. The battery and alternator have been tested stat. It does not do it every time.

The most important thing may be "the new battery."
You're car may be in Theft Mode since the battery replacement. A quick disconnect and re-connect may be fooling the car into starting.
You may need to have the security password shared between modules.
Check for and clear any DTCs that may have set.
