I wouldn't say there is a written rule out there on this. I would call it respect. Step back and look at the picture your painting. How would you feel if your ex started dating your best friend? You may not sit to well with it. If you say you would then your only kidding yourself to hear what you want to hear.

How old are you and how long have you been broken up? No I would not tell him you have feelings for him because being passed between friends can be demeaning and cause a lot of conflict.

We can't tell you what to do, but there's a chance that you can ruin your friendship with your best friend. There are 6+ billion other people in the world, do you really have to go for your best friend's ex? Is he really the only one of a kind?
