What's wrong with me? Sometimes I REALLY have to pee, but I can't.

I'm a 16 year old male, drug free, virgin so I know it's not an STD. This only happens sometimes, like after taking a bath, or after shaving "down there". Any idea's what's wrong? FORGOT TO MENTION THIS ONLY HAPPENS IN THE MORNING!
