    The US Department of State website has information about the Diversity Visa Lottery. I hope this is responsive to your inquiry.

    Is your friend already in the US or wanting to see if they can immigrate to the US? This site:

    USCIS Home Page

    Will provide them with information. The information is free, the forms can be downloaded for free, but there will still be fees charged when submitting any forms/applications for approval.
