    24 AWG green conductor
In a RS232 24-AWG cable the green conductor is use for the RXD signal.

Suppose that this cable was terminated on a terminal strip, in side of a CNC Milling Machine electrical panel, so that the green conductor is visible. Does this green 24 AWG conductor have to follow the grounding rules of the NEC code? If not then what code allows the green 24AWG it to be use for the RXD signal if it is visible on a terminal strip?
