Under the Nebraska age of consent laws, it is first-degree sexual assault for a person who is 19 years old or older to sexually penetrate a person under the age of 16 years. The penalty for this crime is a period of 1 to 50 years in the state penitentiary.

The 15 year old girl doesn't have capacity to consent to sex. That's why it's called statutory rape: sex without consent is rape. And the parents cannot consent to illicit sex either. The only thing they might be able to consent to is marriage: which would make the sex legal.

If you want to. Apparently they mean more-or-less the same thing.

In my book illicit means something that is forbidden; illegal means something that is against the law.

I just looked it up and find illicit CAN mean illegal.

    So - you win.

Yes he can, the girl or her parents can't give permission.
It is rape at her age even if they agree.

And yes the boy goes to jail all the time over this, here in GA, they normally get about 5 to 10 years. And will be on the sexual offender register for life.
