OK I'm confussed, I know the answer just need a secound opinon?
I work for a apt complex and I have a outlet,, the frig is pluged into,, going from black to white I'm not getting my 120volt,, going from black to ground I'm getting the 120volts and from white to ground nothing,, OK,, I asked a friend and he said to move the ground up to the white wire and you will get the 120 u need... I'm kind of woundering if that is safe,, because I'm not getting 120 arcoss white and black dose this mean I have lost my nutral somewhere in the line? And moveing the black up to the nutral line dose this mean the outlet is not grounded and the breaker will not work as it should?

First off, DO NOT move the ground wire up to the neutral wire location ! It is a very good possibility that you have an open in the neutral (white wire) system some place.

Dean, tell your friend to stick to whatever else he/she knows, it clearly is not electrical.

Your friend gave dangerous advice, and it was good of you to ask the question.

Pigging is correct, there is an open neutral in the circuit causing you to not have 120 volts across the black and white. Most likely there is a loose connection at another receptacle ahead of the outlet in the circuit.

Pig and TK are dead on.

PLEASE do NOT listen to your "friend" with regard to anything electrical. He is going to get someone hurt or killed! No joke.
